EASTERN CAPE PROVINCIAL GOVERNMENT
 SPEECH BY MEC GUGILE NKWINTI
AT THE LAUNCH OF RESULTS CENTER (MUNICIPAL ELECTIONS 2000)
IEC PROVINCIAL OPERATIONS CENTER
 ON 5 DECEMBER 2000

Provincial Electoral Officer, Rev B. Finca
 Provincial MECs present
 IEC Officials and
Party Agents

The Independent Electoral Commission (IEC) is coming of age. It has not been easy preparing for these elections due to boundary demarcation
challenges. That notwithstanding the IEC has made a smooth run of things.

We must join the President in commending it. It would put some major democracies to shame.

We anticipated free and fair elections in the Province because of the relative stability we continue to enjoy here. And that is what the
IEC has delivered.

Of course, there have been some skirmishes as Reverend Finca mentioned during his address earlier on, but mainly due to over enthusiasm on
the part of some party workers, which IEC officials and the police handled competently.

This election puts to the test the efficacy of the new electoral system for municipal government. We will watch with great interest how the
electorate, especially the rural communities, fared under it. The system is a fairly sophisticated one.

We are very pleased that the Provincial chapter of CONTRALESA decided to participate in these groundbreaking elections.

It is hoped that an equitable solution will soon be found by the collective effort of the Presidency and the Coalition for Traditional
Leaders.

One more step has been taken; and, one more brick has been laid in the process of consolidating our democracy. It is under conditions of
democracy that national resources can be equitably distributed and, or, redistributed. When people cast their votes, they are, therefore,
making critical choices as to who should distribute these resources.

We congratulate the parties that will be successful and encourage those who will not be that successful to try again.

Thank you,

MEC Gugile Nkwinti
